I have just checked and it makes no difference whether I am wired or not, It still mass at 1.5-1.7 every time

I have tried sabnzbd, nzbvortex, and unison and get the same results across the board. It's odd because it truly seems like I'm being throttled (which makes no sense because cox doesn't do this and because it was happening since day 1; my first download.
