So I got a friend to bring in his brand new 17" MacBook Pro and he gets the same issue, so I'm pretty much 100% sure it has to do with the way our network is set up at the office.

I recently did a fresh install of my OS and the issue still appears. I do most of my downloading from the office and this is where the issue happens. So this is still happening to me.
Happens weather I am connected using WiFi or Ethernet but only seems to occur when I'm on a specific connection though I cannot verify this because I do about 95% of my downloading on that connection and not at home.
